    around your level the best thing to fight is longhorned carapests across the river outside plume city.

    you can also fight highlands tortoise (lvl 8) but now that you have leveled past that, the drop rate will be significantly lower.

    level 30 antelope pups, if you wish to wait, also drop hay. they are outside the silver pool.

    Also, if you'd like to buy it instead, catshops sell Hay for around 6k. You can often see it being sold in City of the Lost or near Pet Skill trainers.
