Well.. neither really.
From what I've heard it's a bugged skill. It doesn't increase your aggro at all, except for the damage it does. Basically, it doesn't hold aggro any better than other damage skills.
From all accounts, it's basically a useless skill.Everyone here is ridiculously oversensitive.0 -
Totally useless til 89+ where you can then upgrade it to the hell/heaven version where it does decent damage and adds a decent bonus, still not that good at that point either I prefer my Hell Tiger Maw because it's spammable and it doesn't drain my chi/vigor.0

newbe here (lvl 15, double blade)
Why do you want to increase aggro?, I always want to fight each mob, one by one, since if mobs tag toguether I'm pretty much done.0 -
well, one good reason to hold aggro would be if you're the tank. This only really applies in the lack of a barbarian or if you're much higher-leveled than the barbarian, you want to hold aggro so the mobs/boss doesn't go around killing your clerics.0

It can't be a completely bugged skill. I've used it to take aggro off a cleric who had been spam-healing and that should not be possible just with the damage this weak skill does. However, it does seem to work more like the barb's area-effect aggro skill (setting aggro to a fixed level) rather than their one-on-one aggro skill (which stacks on previous uses of the same skill). In my limited tanking experience, I have noticed that I don't get much benefit from spamming this skill.0

That's because the cleric healing aggro level is very very low. As in.. when a cleric draws aggro by healing, you could most likely take it back with one normal hit.
You might be right about the fixed aggro.. but maybe it's a moot point. It simply can't hold aggro.
Asked the question a while aggo on the PW-MY forums. Was told it didn't work at all.
