Mounts and Pet levels?

First of all, how come my Wave Pacer's endurance is at 0/300? Is that why it can't accelerate or whatever anymore and is accelerate it's "fast speed"?

I'm looking into buying a new land mound but i see they have different pet levels (1, 8, 11 i've seen).. what do these mean and do they prevent me from using it at a certain level?

Oh and btw, should i buy a spurred panther or just wait 4 levels til i'm level 40?

    Accelerate has a timer. When it runs out, you can get it back up by dragging chi stones to it, these are made by decomposing gear at a blacksmith/tailor.
    Mounts can be for lvl 40 and 20. A lvl 20 one means it's been spurred (faster), and more expensive. The pet level does NOT matter, this merely affects the speed of the mount.
