Can low level characters manufacture high level gear?

If a low level character had the materials, could they up their manufacturing skills and produce gear way above their attained level?

    in theorie they can, I think.
    except for equipment you need lvl 4 crafting.
    There is a level lyou need to have to become lvl 4 in any crafting skills. But it will be possible for all equipment up to lvl 3 crafting

    Upto Lvl3 crafting...maybe.

    Lvl4 crafting skills require you complete a quest, which you get at lvl50.
