Little help starting game

says my client version is low when i try to log in, so tell me if im doing this right or wrong...
i downloaded the task/element.data into my computer then copied it and pasted it straight into perfect world international folder. (im running vista)
also, when i start the patch, it says im running on 62, so i must be up to date right?
its still not working so i know its wrong but what should i do?
