Question about sage and demon

I was wondering what happens with the sage and demon skills... I know skills get a new sage or demon level beyond level 10 when you get to that spiritual cultivation... however on ecatomb's guide.. i'm curious about the the descriptions of the skill.. because sage true form increases move speed by 10% to 60% over all.. and in the description it still says it increases life 30%.. however underneath in the sage text it says "always increases life by 40%"

does this mean that it will increase life by 40% without getting the sage level of the skill and the sage version of true form only gives you a fast move speed? the same goes for skills like devour and alacrity.. do you get 25% chance to recover chi or the 800 damage increase only once you have gotten the sage skill.. or do you get it just for being sage spiritual cultivation

The sage/demon upgrade is the lv4, so lv1-3 wont get ANY benefit.
