Dragon quests...

How many times can you do the same one? Like today, I have done the Chiu Niu quest twice and it is letting me do it again. I even did this same quest yesterday. From my understanding, you get to do a Dragon quest every 10 levels...so something has to be wrong because I am only a level 30 on my babr, yet have done the same quest at least 4 times in less than 24 hours.
