Best build for PvP.

VeritasVis - Lost City

Hey i'm sure this has been asked a thousand times, but i'm curious as to what build of veno is the best for pvp. I've heard that heavy armor is, but what does this entail exactly? How should i be distributing my stat points. Is enough str/dex for gear 3-4 ranks lower with the rest of the points going into int best or is there some other ideal pvp build. Any help is appreciated.
