Race, Dragon Palace

When is the race, how do i get in? When is the dragon palace event, how do I get in? I hear people talking about these events all the time, but I've never been able to figure out how to join.

Klath - Sanctuary

The race opens everyday at 2 different times and you can only join once a day (so you have 2 chances of racing).
You DONT need a mount/horse to join, you can do the whole course by foot (you just wont be on the first places), and by completing it, you get 5k xp, 1k spirit and a badge of speed (worth 2k spirit).

It starts at 12.30pm & 9.30pm everyday but you can enter the arena 10 minutes before it starts.
It opens at 12:20am and 9:20pm, and 10 minutes later, the race will start. All you have to do is talk to any of the flags or npc on start line and then follow the arrows (or other people), doing a clock-wise run around the island.
After 3 laps, all of start line flags and npc will have a quest icon on their head (to give the reward), and if you are one of the first 5 people, you can open a chest to get a monthly race qualification (currently not working).

As for Dragon Temple, it opens all tuesdays at 8pm and lasts 4 hours (will be PK-fest after the first 20 mins, since all chests are taken fast), basically its a big underwater map with a lot of lv80+ monsters (now they aparently added lv60 and lv70 monsters too, to make it easier).
The objective there is to collect chests, get pages and trade those for bikini/swim suits at the quest npc south of respawn area.
Note that the whole place is PK-enabled, you can kill and be killed by anyone regardless of being white or blue named.

Those times are on PST (GMT-8). And you can join both events by talking to the girl or big dog on any major town.
