Where to learn level 3 blacksmith?

The elder of Archonsaur does not teach me that and I'm level 37. Is there another place to learn the level 3 blacksmith or I missed something? Tahnks.

u need make weapons till it go up to 100%, only then u can get lvl 3 blacksmith at any Elder

When u manufacture/craft sth, there's a bar at the top right menu, which keep track of ur manufacuturing exp. The bar 'sneeded to b filled for you to learn next crafting lvl.
