What are those 'NPCs'

There are a bunch of mobs running around the City of the Lost with NPC written on top. What are they, and what are they doing here?

    Inside the city? Odds are they are just veno pets. Wierd things happen in high population areas. The game considers venomancer pets to be NPCs. That's why you see them that way.
