Dude, I can't find my fb19?!

Is it possible to have dumped this quest? All my friends have gotten it from the elder in Etherblade. It does not show up for me. How do you get this quest? Are their certain requirements? I am level 28 blademaster right now and still haven't done fb19 because the quest doesn't show and I can't seem to receive it. Please help (and thanks)...

    I was going to say that maybe your level is too high now for accepting that quest, but... you never got it? How about your Spiritual Cultivation level?
