i'm confused here.

ok guys i have the blacksmith and tailor skills at lvl 3 but my skill mastery will not raise. i have made a lvl 4 weapon and i have made several lvl 3 weapons at lower lvl than i am now but my skill mastery will not raise at all. this is both for tailor and blacksmith. am i doing something wrong? also i'm in arch currently and i can't even manufacture lvl 3 weapons. they do not come up on the manufacture screen at the blacksmith i'm at. are all blacksmith and tailors the same?

    when can i complete lvl 3 then? it reads 20/30 now.
