PvP-Need info - Might switch to LC

Well, I've recently learned that on sanctuary you can't PK people who don't have PvP turned on.

I was wondering if you can pk ppl even if they don't have pvp turned on on Lost City.

If you can then I'm definitely switching servers.

Once you're level 30 you cant turn pvp off.
