Leader of Immolation

My quest seems to be bugged. I can't get the quest from Leader of Immolation, I click on him and he doesn't give me any quest. Is there anyone that has the same problem and is there a way to fix this?

    All the higher levels in my faction have that problem.

    i have same problem as well as a quest saying to go see initiated wiseman but cant find that npc

    Quick question, have you completed the Twin Towers quest line at the Elder of Archosaur?

    Yes we have completed the twin towers quest (those in my faction any way).
