Fastest mounts.

Hello, I'm curious as to how to develop the fastest speeds for both mounts and wings (i'm an elf). I see things like spurs and widgets, in the cash shop and am unsure how they work. What i want to know is exactly how to develop the fastest mount/wings possible and what items i need. Thanks for any help.
