Mirage Celstones: what are they used for?

I got a Mirage Celstone from the Celstone quest. I know that it sells for a lot (what is a good price anyway?). Does it have to do with chi or is it like a soulgem?

    30K each on Sanctuary. They're used to upgrade your equipment to +1 and higher. Don't bother with it til 60 or so.

    They are also used to trade for dice tickets in the Cube of Fate at 40+.

    so it makes my weapon or armor level up one more? will that make it have better attack or resistance?
