3star equipment

I sometimes see player made 3star equipment,and I was wondering HOW they can make these 3* items?
Please tell me if you know.

    Luck. Every time you craft an item theres a chance for it to be a 3star

    I've also heard that crafting experience/item level plays a role. Get your crafting experience to 100%, and your chances of getting something good goes up. Craft something below your level and it goes up even more.

    True or not I'm not sure ... but certainly the only time I've ever crafted a 3* item, it was a crafting level 2 item when I had crafting level 3 ...
