Crafting TT equipment~

Hey,

I was wondering, I have all the TT MATs required to make most my lv70 TT equipment, and when I asked what Blacksmith level I needed, I had some people say it's 100% success at lv1 Blacksmith, and it's 100% at lv9 Blacksmith.

Can anyone clarify what level blacksmith skill I need? And what the chances are of successful crafting?
