problems with pwi

i downloaded the client and installed the game then extracted it and i click on the games icon and it bring up my windows live photogallery...I have no clue why or what i am suppose to do.. i tried running it as administrator and it wont its just an empty icon.. what do i need to do?

    Go to C:\Program Files\Perfect World Entertainment\Perfect World International\patcher\patcher.exe. Create a shortcut to that, and copy it to your desktop. It should act differently.
