Event mount VS Cash shop mount

Hay, I have a Swan Mount from the all hallows eve event, and I was wondering if it was upgradeable? Seeing as they now see it in the cash shop it should be, but i am not willing to buy the upgrades for it until i know for sure i can do it..

    All airgear in game to date can be upgraded. The item says where.
