How do I get to the Elder of Archosaur

I'm trying to find him, and I have his location on my map but he seems to be way too high up for me to reach... Do I need to be able to fly to get to him or is there a way that I don't see?

    No, you do not need to fly to get to him. He is by the docks and a few boats. Use your coordinates assistant to help you, he'll be in the list of preset coordinates.

    SW of archo i believe literally in the corner, in the square just off the left from the elder with the fountain
