Transfering properties?

I think I read somewhere that you can transfer properties from one weapon to the next, such as moving strength +4 on a level 4 weapon to a level 5 weapon. Did I remember something wrong or is this actually possible in game? If so, where is it and what are the limitations or costs? Any help would be greatly appreciated.
