Can someone PLEASE explain what is going on, it is only on 1 character and I have tried logging out

    I assume you mean the P-#### at the top. That's just lag. Logout in an area that's not too crowded (Archo's West district is a HORIBBLE place to logout) then log back in to fix it. The game just has difficulty loading all those names when there's that many.
