hacker or Lag? help me PLEaSe

I was just in game a few mins ago doing some personal shoping in Archasarus. I usally dont have names on bc of the clutter I came to this one person game name Hakyou as soon as I clicked this person i was in like this " lock " mode i could not land , preform action or talk to other in game charaters ie : black smith. I am skeptical of this players name so i reported him or her as a ****. A few mins later i did land. It all seemed like bad lag but i know bad lag and it just was to weird for it to be lag so on a safe side I ask for help here is a screen shot.

    That actually does sound like it was simply a bad lag spike, but caution is good. Better safe than sorry!
