Do GM's respond to in game tickets ?

In the time I have been playing (since closed Beta) I have tried to use the in-game ticket a GM system 3 times and have never got a response.

Is this function working ?

I know about the report hacking option but the only other way I can see is the "im stuck feature" ? Is this what I should be clicking when I have a problem ?

I have waited hours each time and last night I was starting to get a little peeved at this.

In all the hours I have played I have only seen a GM talking to a player about a problem once. . .

How long are you expected to wait ? Have any of you got a response ?

In another well known game, I had to contact a GM once in 3 years and they replied in about 5 minutes, sorted the issue and left me a happy customer. . .
