HELP with Lvl 70 Quest

Ok um I have a question I have a wraith quest something to do with a deepblue scavenger and a raged wraith Chief does anyone have any idea where the hell they are. Ive been told that they arent implented yet and some saying that the name and location is different can someone fill me in please. If its not implented then why the hell is it up in the first place anyway any help would be greatly appreciated
