Where is the flying quest?

when 4/6 class reach level 30, they have to finish a quest before they can fly. Do u obtain this quest from an npc, or is it only accessable from a pop-up window. If the quest is only accessable from a pop-up window, and I accidentally closed it, how then do i obtain the quest?
