lag and xp scroll timing

Hi am having a issue with lag sometimes,only sometimes and it's not based on the area or my internet traffic.am a caster and some times i cast and nothing happens,other times i see nothing and then suddenly am almost dead by a mob,maybe sever needs to restart or something needs to be fixed?

2.also i think it's really unfair that i buy an xp scroll and don't get to use it, i tried to restart my system to see if it's a difference and within that time the xp scroll timer still counts down even if am not using it. i decided not to play for a while to see if maybe the lag would go away and i can play like normal but still had the lag and guess what 2 min left on the xp scroll.please do something about this or i wont waste money on it anymore!!!!b:angry
