Glowing Items

Hi there I just want to know how to or what to make an armour or weapon glow. Basically I think I need to fill all the sockets (3*) and it can be 2 stars item and has to be the same upgrades. but recently that failed to glow is there a problem? for eg. ummmmm.......an armour 2 stars,three sockets upgraded with common evasion n two rough evasion. tell me the problem.

Glowing armor works only with level 5+ gear with 2 or more level 5 stones regardless of the number of *s. Glowing weapon only requires either 3*, mold-created (yellow), or legendary (green).
