I get this RTE every patch?

EVERY SINGLE time PW patches, I get one of these when I click 'start'.

When I verify or download the latest patch, I get rid of this thing: http://i159.photobucket.com/albums/t134/tren54/PWIrte2-1.png

So everything looks fine until I get the RTE with the corrupted letters and stuff.
Yes, I installed the east asian language pack.
Yes, I've verified.
Yes, it's version 27 ATM.

I know I've made one or two of these threads before, but I fixed it with a verification before.
