First you need to get blacksmithing to make any weapons even the ones you get for trading dragon tokens.

For blue glow ones you just keep making stuff until you get lucky and get a purple 3 star. You will burn a lot of material to get one and some are not all that good if you get the wrong bonus stats

Green ones are lvl 60 or higher made with boss mob drops from twilight temple.

Yellow are molds which are rare drops from bosses in dungeons.

Just level your blacksmithing and use good 2 star and if you get lucky and get a purple or find a mold then you can have glowing weapon. Mostly just wait to spend a lot on a weapon until you can get the lvl 60 ones. The difference is not that huge and until you get to 60 you will be outleveling your weapons all the time.

Armor can glow if it has 2 or more sockets (and a certain level equipment). You put level 5 shards (average shards) in the sockets at a tailor and they glow if you have 2 of the same one. It will sparkle if you have 2 of one and 1 of another.

Seems it isn't too difficult to get armors to glow (2 sockets + stones). but why I don't see a lots of player with glowing armors? but at same time I do see a lots of players with green and yellow weapon. Is there a reason?

It's not visible if a person wears fashion. The glow also may be too hard to see.

Whose with green weapons usually have a golden or other legendary armor too.
Or just armors without sockets, 3star + 2/3 sockets isnt really common if you ask me, like 1/10 craft attemps are 3star, with rates going worse if you add sockets, even worse when you craft a 3star with 2 sockets and it has lame stats (like armors with only one high resistance instead of 4-5 balanced ones).

I hav 2-socket kneepads and put 2 different LV5 stones in - the green (wood elem) and the red one (fire elem). they started to glow light green allright. and my 3-socket armor has 3 LV5 stones, all different kinds and it also glows light green. So it's not necessary to put all the same type stones in- just put what you really need strengthened.
