Crafting special bow?

I'm a little confused, but i doubt it is possible.

On pwdatabase, is says 2star and 3star sparrowhawk bow can be crafted.
i've made several of them, hoping that is just a percentage that is made.
but i'm starting to think that it is not possible to do.

So what i was wandering is it possible to craft
special low level bows, or are they just rare drops?

    I've crafted a few 2-star level 3 and 4 items, although it seems entirely a matter of luck.
