Level up the mount

The mount reached lvl 11 and stopped gaining exp. Is that the way it is? Will it get more XP later.
BTW I know there is a CS item to increase speed, but I am interested in the free way.

    I thought that was the maximum level. Most mounts have a speed range of 1 meter/sec.
