This should be in troubleshooting. Anyway normally a good way is the manuel patch otherwise there are normally people who upload the tasks.data and/or element.data so others can download it. I had done it with the most recent one though now the link I had posted here doesn't seem to work from what I was told.
Have a look in Troubleshooting and more specifially the "Troubleshooting guide". Could it be that you have problems connecting to the patchserver? Check the IP. :)

These are the new IP addresses for the patch servers.

Please check your settings for your router, anti-virus, firewall, and security software to allow for the IP addresses.

    Patch Server
    http://pwipatch.perfectworld.com/patch/
    74.217.110.111
    74.217.110.112
    74.217.110.113
    74.217.110.114
    74.217.110.115
    74.217.110.119
    74.217.110.120
Do you need help learning about patching the game, installing it, changing antivirus/firewall settings, changing network settings, learn how to use a computer, keeping your PC maintained and more?

Please put threads in the most relevant forum on the matter.

Make sure that your firewall allows access to all of the patch servers. Those now include :
    74.217.110.111
    74.217.110.112
    74.217.110.113
    74.217.110.114
    74.217.110.115
    74.217.110.119
    74.217.110.120

That's the most common issue, and the most reliably problematic. Simply turning off Windows Firewall while updating can be a major help.

If running XP, make sure you have the East Asian Language support/packs installed.

Some users have had luck renaming the problem file to *_old.*. This isn't supported, but it does seem to help.
