Elemental Seal does not last 11 seconds

Title says it all. 8 seconds at most.
Also everytime I cast it, trying to follow up with Thunderball causes interupt after interupts, I have to spam the key just to get it to cast or I can't cast it at all. I've resorted to casting it first, then Elemental Seal which is just not as good.
Why isn't there a bug reporting forum here? I've found so many.
