Quests not able to be activated WHEN?

Heya,
I remember in the Malaysian server I could activate any quest even when my level is way beyond the quest's level of activation. But here I noticed for example I can't activate Chin or Dismal Shade quests anymore! So what are the rules here? Which quests must be activated in what spam? Would appreciate any feedback thanks.
