Quests in other cities?

Does anyone know if you go into a different race's city, do you get the same quests as if you were in your own city, different quests, or no quests?

Eg: An Elf going into the Human City.


If the answer is no quests or different quests, how do you play with a friend then? b:shocked
Unless you both choose the same race ...

    For the first 19 levels you are race-based. After level 19 all quests become common, meaning you'll have the same quests.
