Guards gift, glitched

I just got a friend playing this game and hes stuck on the guards gift quest. He killed the 10 beattles, and the NPC has a gold flag over there head, but when he clicks on them the npc just says there is much to be done. The Charectors name is GFOmen on the lost city server.

    Has he also clicked on anything like a "Quest Related" option at the NPC? If not, he may need to use the ticketing system.
