Flying Beast Quest. Bug

i ma lvl 31 and a venomancer. i should have been able to recieve the Flying Beast quest by now from the Elder of Archosaur. The quest is not in my quest list either, I have asked about 15+ people in game WITH the manta ray beast. They all cannot figure it out. We all think it is a bug.
