FLYING BEAST QUEST Pros ONLY!!

Im a lvl 31 Venomancer. I heard that you recieve a flying beast quest at the elder or archosaur near the boatman once you reach lvl 30. i did not recieve any quest. I clicked on him and all he gives is a "close".
are there any prerequisite quests?
i really have no idea why. a bug?
someone very experienced with the game please explain why it isnt giving it to me. Thank you
