Flight Mastery does it really only work with starter wings?

I have read from several sources that the flight mastery ability of wing elves only makes the starter wings faster but has no effect on cash shop wings. Have we ever gotten an official response on this rumor? I wonder what makes people say that since I cannot tell the effect flight mastery even on starter wings. It does not make the speed stat in your character window go up when you take your wings out. Is there anyone with official knowledge that can comment on this (or has in the past) or are we all just basing this on wild speculation?

It only works with starter wings. If you try using the lvl30 eagle (brown) wings, you will go slowwwwwwww..

I have lvl7 flight mastey and can definitely tell the difference in speed. I basically use brown wings to fight sky mobs while I use white wings to travel long distance
