Can't Add Friends... HELP!!!

hi... I tried to add a friend but it say "user not found" .... I know his character's name but I haven't seen him in game with my character,

shouldn't I still be able to add him.

1. do we both need to be online at the same time?
2. do we need to be near each other?


also I got a question about the in game mailing system.

3. do the person, u r sending mail to, "HAVE" to be on ur friend list?

    Character names are case-sensitive, so make sure you're entering it correctly.

    nevermind... I got it... he wasn't online... so I called him and he say he was lagging and had to log out... so he log in and I added him... well thx anyway :D
