Help please, the game seems to "tick"...

I run PWI on my Toshiba Satellite laptop that I bought in the summer, i havent found the specifics yet. The thing is that the game runs perfectly fine, but if I use the water settings in medium or high settings the game ticks. It laggs but barely and looks like someone is flipping the pages of an animation sequence. Ive played with the settings and ive found that if I max the water it ticks, and If I max the terrain it also ticks if the water settings are higher. I have no massive lag anywhere, just this annoying little tick. I currently use a medium water settings, full texture, full terain, no tree settings, 1 notch flower setting, no clouds, meduim water settings and 2 notch distance. I can max distance with terrain and everything else without tick with the watter settings to a minimum but the thing is that I love how the water looks and I would like to fully experience the game. Should I put water settings to a minimum to allow for more distance? Any thoughts on this?:(
