All Non-Cashshop Suggestions Ignored?

I realize that PWI is NOT a new game but one that has been ADAPTED and translated.
So I can understand that suggestions modifying in-game features, especially ones suggesting new classes and changing storylines, would not likely be implemented in the near future.

However, why are simple suggestions that have NO impact on the in-game feature not added or have mention of being developed?

For example:
Personally, the single most important suggestion I have seen is the ability to change the keyboard layout. I see this as an urgently needed addition, especially when considering that this is the INTERNATIONAL version of the game and not every keyboard is has a QWERTY layout (No, I don't consider changing the computer settings every time just to play the game a practical solution).

There are plenty of other suggestions like this but all I have seen are cash shop updates.

If they are being developed, a sticky or notice of what is being worked on would be very helpful and reassuring.
If we only have PW adapters rather than developers, with only cash-shop items being added, a suggestion box forum is completely useless and should aptly be renamed the "Cash-Shop Suggestion Box".
