I just killed the Blood Cadaver and now I have to talk to a guy in Heaven's Tear's. I get there and all I see is a bunch of rocks. Do I need my pick axe in the inventory to see them?

I'm a tad confused by what you mean here exactly, but I think by your description you're on the ground at the time the screen tells you you have "entered" Heaven's Tear.

Heaven's Tear is a giant floating structure quite high up in the sky. Pan your camera up and you'll see it. To reach this you need to fly up, which is rather annoying for male Humans and Untamed below level 30. If you are a female Human or Untamed below 30, however, you can get a male character who can fly to embrace you and take you up.

actully you understood it quite well lol cashnight say it see rocks and probobly watter as well lol that means when was lookin cashnight was on the ground and not in sky and Heaven'y Tear is indeed in sky and not ground tip get embraced by otehr player that can fly or wait untill you hit 30 lvl to able to fly (I assume you not elf if you are you can get there right away just watch out for mobs that look like dragons lolz )
