Pet Heal LVL2! Where is it?

I am almost lvl 17 now and still using pet heal 1!! ive been to all the venom trainers and it doesnt come up... my quest log is clear ... this is getting difficult i think its a bug in the quest or something i read someone else has the same problem can anyone help??????? plz

Do i need to do that crazy hay quest in order to get it???

    Talk to the Pet Skill Trainer and go to Tame Pet. All the skills for pet use will be listed there.
