Refining Transfer Stones

Where can I find those Chienkun stones for transfering refining levels? I haven't seen them in the CS, and a search across the PW sites/forums turned up nothing as well.

    I would also like to know where they come from, chances are highly likely for them to be coin store items and the pessimist in me says that you'll need something like 25 of them and they'll sell in lots of 10 in the item mall at 5 gold each.
