Makeover Scroll Quest

I've heard that there is a quest around level 28ish that gives you a Makeover Scroll(non-tradeable) as a reward. Does anyone know the npc that starts this and what the actual level requirement is?

    The quest start at lvl 28 given by Beautiful Chang in Archosaur West District (523, 650). The quest lead you to Silver Pool which then begin as a series of quest.

    Start quest:
    1. Beautiful Chang's Wish
    2. Kun Kun
    3. Man Hung
    4. Man Hung's Trial
    5. Trials Passed
    etc...

    I'll end here since quest keep on going and you only need the Makeover Scroll.

    there is this lady who asks you to find her hair in the great lakes, she is next to the great lakes too.

    Hmm I could have sworn I started the Beautiful Change's quests, but maybe that was the Veno only quest o: Thanks, I'll go check that out ^^

    I made a barb alt and I was wondering if the makeover will let me change it from panda to tiger? I'm doubting it so until further notice I'll start over :/

    The makeover scroll lets you change any appearence of your character. Even the animal type for veno and barb:)
