Supper fast game speed (major problem!)

Whenever I start the game everything starts moving super fast, even at the log on screen. Trying to play in-game is awful. I tried putting at the setting to the highest setting and I also tried V-Sync mode but it doesn't slow down at all. I doubt it's my internet connection because this never happened in any other online game I've played.
